Can you claim diminished value in California?
Yes. California treats diminished value as an element of the property damage caused by the at-fault driver. When someone else damages your car, the law entitles you to be put back in the position you were in before, and paying only for the repair does not do that if the car is worth less afterwards because the accident now sits on its permanent record.
The authority: CACI No. 3903J instructs juries that if the vehicle can be repaired but is worth less after repairs, damages are (1) the before/after value difference plus (2) reasonable repair cost, capped at pre-harm value. Copelan v. Infinity Ins. Co., 728 F. App'x 724 (9th Cir. 2018) (claimant who won a DV judgment against the at-fault driver could enforce it directly against the liability insurer). See also Ray v. Farmers Ins. Exch., 200 Cal. App. 3d 1411 (1988).
This is a claim against the other driver's liability insurer, made under their property damage liability coverage. It is separate from, and additional to, whatever that insurer already paid to repair your vehicle. Filing it does not touch your own policy and cannot raise your premium.

California gives you 3 years from the date of the accident to bring a claim for damage to personal property, under Cal. Code Civ. Proc. § 338(c)(1). Note that this is the property damage limit, which in many states is different from the deadline for an injury claim. Do not assume the two are the same.
CCP 338(c)(1) gives three years for an action for taking, detaining, or injuring goods or chattels - a vehicle is a chattel. That is a year LONGER than the two-year personal injury period (CCP 335.1); do not let an adjuster say the DV claim died with the injury claim. If the at-fault party is a public entity, a Government Claims Act claim is due in six months (Gov. Code 911.2).
In practice you should move much faster than the deadline allows. The limitation period applies to filing a lawsuit, not to sending a demand letter, and negotiating with an adjuster routinely takes four to eight weeks. A claim presented promptly after repairs are finished is also simply more credible than one that surfaces eighteen months later.
Can you claim from your own insurer in California?
You cannot recover diminished value from your own collision carrier in California. Settled against the insured. Where the carrier elects to repair rather than total the vehicle, its obligation is discharged once the car is returned to its 'pre-accident safe, mechanical, and cosmetic condition'; it need not also pay the residual market-value loss. Ray v. Farmers Ins. Exch., 200 Cal. App. 3d 1411 (1988); Carson v. Mercury Ins. Co., 210 Cal. App. 4th 409 (2012). This is the ordinary position in most states: your own policy pays to repair the car, not to compensate the resulting loss in resale value. The claim has to be made against the at-fault driver's insurer.
If you were partly at fault
California applies pure comparative negligence. Your recovery is reduced by your share of fault, but you can recover something even if you were mostly responsible. If you are found 30% at fault on a $4,000 claim, you recover $2,800.
What is distinctive about claiming in California
Strong third-party DV state in practice despite messy-looking case law. CACI 3903J is a pattern jury instruction expressly authorizing post-repair DV plus repair cost, and Copelan confirms a claimant who wins a DV judgment against the at-fault driver can enforce it directly against that driver's liability carrier - exactly the small-claims-then-collect path. Expect the adjuster to argue 'stigma damages' are not covered property damage, so have your appraiser frame the report as inherent diminished value in fair market value, not 'stigma.'
